    I am curious too.
    I suppose all it takes is an Enforcement Officer to have the wrong interpretation of the Law and charge someone- how may people would question them?
    It would be interesting to see if anyone still has paperwork relating to a charge.

    I could see that happening but what about any actual convictions?

    My guess would be that the roadside officials misinterperetted something so made a charge based on something else but none actually went to court and after that happening a few times they realised their errors
