Default Almost unpassable bridleways - who to report it to ??

So, we (the OH and I) went on a lovely but very long ride today............

We went round Fawsley, Preston Capes, Eydon, Moreton Pinkenay (sp) all in about 16 miles round. All wonderful until we got to a bridleways next to the road between an arable field and also what appears to be a foxhound kennels (not sure which hunt though). We had to contend with the hounds lolloping along speaking like mad and chasing the fence, the boggy nasty bridleways and the undergrowth and overgrown vegetation ............ which has actually ripped my tee shirt in 2 (interesting riding back to the box half clothed) lol !!!!

Does anyone know who I would report this to at all ??
